Speaker Rebecca Kadaga has instructed parliament’s Human Rights committee to investigate claims that the Internal security Organization is operating torture chambers in the form of safe houses. Members of Parliament allege that these safe houses are in Kyengera, Wakiso district and in Kalangala district.
