Ampatuan massacre victim's mother: Justice system in the PH is unstable

Nenita Oquendo who traveled all the way from General Santos City tempered her hope. She said in Filipino, "I am not very confident because the justice system here in the Philippines moves. This is the decision now, but as it moves forward, it can change."
