Abuse of Elinor Frerichs:  APS Director Says 'Consult an Attorney' Since 2012, Legal Assistance for Seniors kept Elinor Frerichs (96) imprisoned and isolated.

Since 2014, advocates reported the elder abuse and sought assistance for Elinor.

In 2016, advocates reported directly to Alicia Morales, Director of Alameda County Adult Protective Services (APS). Morales told advocates to "consult an attorney."

Morales disregarded that elder abuse is a crime, and APS are mandated to reported elder abuse to law enforcement.

Morales disregarded that conservator Scott Phipps has standing to seek a remedy in civil court. Only Phipps can bring a civil action against Phipps.

In 2019, Elinor is still imprisoned and isolated. APS has taken no action to protect Elinor.
